well... there is no direct way to do it exactly... run all rows will pretty much look at the global sheet and not the local sheet
why don't you make both of them reusable actions and then call them from a master action and control them using loops. Your script will be much more robust that way

Just look at the second parameter of the RunAction.
RunAction "Action2", allIterations
If you want to import that spreadsheet for iterations here is how you do it:
DataTable.ImportSheet "C:\1.xls" ,1 ,"Action2"
(1 means that the first spreadheet will be imported from file. can use name also)
