WinRuner tirls has not been avaialble for download for a long while. It is still able to be purchased (included with QTP in the Functional License structure).
You will need to either contact HP/Mercury directly to work out receiving the issue, but if you don't have a current license structure for the tool and don't plan to eventually purchase it, then it will be difficult to obtain help from them.
You also have the option of working with your client.
