Just for the future, since this is your first post, there is a forum dedicated to WinRunner. You might want to post future questions to this forum instead of the general Automated Testing forum.
Chapter 38 of the WinRunner User's Guide (pp 781- 800) is dedicated to this subject (considering the chapter is titled "Running Tests from the Command Line" surely gave it away when you were reading through the supplied documentaiton?)
No other specific tools than WinRunner and a standard text editor are needed to setup running tests from the command line, although you may find that you go into Scheduled Tasks in the OS to plan when these tests are executed.
