I am making a function for my test script. I know how to use compiled modules, but since this function will only be used by one script, I do not need to make it a compiled module. My question is does the public function part need to come before the rest of the script, or can it follow afterwards?

Since Winrunner is a run time compiled language, it needs to come at the beginning of the script.

In answer to your first question -- no it doesn't have to be compiled --- embedded (at the beginning) of your script is acceptable.
Also, I would imagine you would want it to be a "static" function, not a "public" one. The concept of a public function embedded in a script can work, but it's not a very useful concept --- a truly public function generally belongs in a compiled module.
