This is because WR thinks that there is another IE window open. If you have
no other IE window open I suggest that you look at the process list and see
if there is an IE process running. If there is no process running and WR
still thinks that there is then your only option is to re-boot your PC as it
appears sometimes that an IE "handle" remains in memory even when all IE
processes have stopped.
