Delay for window synchronization

Can somebody please the below doubt
As per the user guidel the testing option "Delay for window synchronization"
sets teh interval to detetrmine if a window is stable before capturing it
for a Context Sensitive checkpoint or synchronization point.
But how does winrunner determine that the window is stable ?
How does it affect the testscript?

The stability of a window is defined as the time it take for the Window to
be displayed(physically on the screen). This doesn't mean that all the
components are displayed.
