Is there some way Winrunner can open a file specifying the encoding to open
For eg: to open an .ini file in "Shift_JIS" encoding.
Alternatively, is there a method to convert a piece of text to "Shift_JIS"

Unfortunately, WinRunner can only read ascii. In order to convert from ascii to Shift_JIS, I would look into writing a java program wich takes two command line arguments - the file to read, and the file to write. WinRunner can then call the program using dos_system.
