Great thinking. But if you are loading all your
scripts in your memory, you need to have enough RAM in
your computer which would otherwise slow down your
script execution. Based on this a trade-off decision
may be taken and this call is yours.

Thanks for your thoughts, and you stated my exact
thoughts with the situation. I prefer to only load
repeatedly used components. On the other hand the
argument is that if all parts are loaded at startup
then scripts will run faster. I think that the block
here is that this person was told that functions run
faster than scripts, thus they want all scripts to be
loaded as a function at startup.

Tends to get really confusing and is a mess to work
