Actually there are a lot of discussions about the CSTE in the Training and Certifications forum here that you might want to browse.
You mentioned that you have 3 months experience. I don't know if that will be enough to pass the test. What you will want to do is stop by the QAI site and read up a little on the requirements for the test. There is a site in India at; http://www.qaiindia.com/

As regards Testing Tools there are 3 major tool vendors out there (Rational, Mercury & Segue), each have their supporters. What Jean suggested about joining a local user group is a good idea. Ask them what tools they are using and make up your minds based on the answers received. Good luck with CTSE.
