Maybe not, as most of it is configurable. You might want to ask the question of Merc Support, just to be on the safe side. It seems that if you were to change the opening page to have your company's logo etc. you might be violating their rights. Also if you can change it, they will tell you how.
Also you might ask this question on TDForums.com It is a wealth of info on TD/QC
Rich: Thank you for redirecting tough questions to TDForums
yonyl: There are two "main pages" in TD.
The one you have with the http://testdirector/TDBIN/ address is a regular HTML page and you may change its layout as you wish. It's the default.htm file in the TDBIN directory of your TD server. Your changes are likely to be overwritten when installing a patch or an upgrade to TD, though.
The one you have with the http://testdirector/TDBIN/start_a.htm address is displayed by a TdFrameX object embedded in TDClient80UI.ocx. You cannot change that one because 1. it would violate copyright laws and 2. it's not technically feasible without the source code because it's written in Delphi and you cannot extract and modify the resources as you can do with programs generated with MS tools.
