You'd want to check first with Mercury (links on this page) to ensure that this is allowed.
Then if they do allow this, you'd want to study how this tool is used at your site, how many use, how often, etc. The configuration of the tool on the PC you have it installed on would make a difference too. You'll want to consider security for individual files, etc. Think about whether this will be one installation with access by all, or some other configuration.
And these questions and more will be something that the Mercury rep will probably want to know also.. That is IF a floating license is even an offering.
