Please tell me whether load runner have a provision to handle the parallel or simultaneous operation?

Yes! Multiple people can sit down, develop scripts, debug, and execute tests in parallel given the correct licensing configuration. Many development environments permit the same. They are too numerous to list here. The process will vary by tool and/or development environment. Those are also too numerous to list here.
The other slant on your question is also Yes! Managing multiple threads, parallel or simultaneous operations is the whole point of LoadRunner or any other performance test tool. The intent is to replace x-real people doing something on the UI by x-threads or processes doing the same thing.
You can also set up a scenario that has multiple script components, in essence, simulating the various operations that the system is supposed to handle in a typical time period.
Again, that's something LoadRunner or most any performance test tool will be able to handle.
