I am trying to simulate this scenario for our product:
I need to get total avg throughput and response time. Is this done by simply creating 4 Vitual Users and have each of them run a particular script or should I have the same Virtual User do a different task each run?

Lots of questions come into play here. I'll do my best to keep it simple. The short of this is related to what questions are you trying to answer? Are you trying to determine performance under load? <- This is just one of many questions and perhaps a good starting point.
To focus on what you asked specifically -
25% Login - don't all simulated users have to login? Or are you wanting say out of 100 users - 75 are already logged in and viewing or creating and deleting whilst another 25 users login?
You could have all users perform all the business processes mentioned - or you could have different users for the different business processes. Either method will get you avg throughput and response time.
