Can anyone tell me how to specify the web_reg_save_param boundary values in my script when one of those values contains an embedded double quote? The string I want to use for my left-hand boundary is "PAR%3A">". As soon as the parser hits the second double quote, it assumes this represents the end of the boundary string; so I get a syntax error.

You have to use a back slash (\) before the quote which is in your string. This is the reason why its always good to create parameters by selecting Insert-->New step and specify the boundaries in the dialog box so that load runner will take care of these kind of stuff unless you are totally familiar with the tool.
EX: "PAR%3A">" should be like "PAR%3A\">".
