Is there any other tool besides OPENSSL that can be used to convert *.p12's to *.pem?

Due to security at where I work, the Command Prompt has been disabled completely, as well as openssl. Does anyone know of another tool to convert soft certificates from a *.p12 to a *.pem format? Our replacement tool was powershell, but that does not allow openssl to run as well.
I know you can also export a P12 soft certifcate from IE and select base 64 encoded to convert it to a PEM format, but our security also does not allow that.
Any other options or methods would be appreciated.

I haven't used it recently but for similar needs in the past I have turned to KeyStore Explorer:
