Reg Vuser & concurrent users to be used in a test
I have a request from the client where I have to achieve the below:
20 Active Users
10000 concurrent users
Here, I don't have a constraint on the time(1hr/2hrs). However, we are only concerned in achieving the above. Can some one help us out on achieving the same.
We have four scenarios and we are able to generate ~ 4600 transactions in a 50 min test with 450 users. And the avg time for a scenario to execute is 0.3 Seconds.

This question does not really make much sense to me, but I will try to help.
Do you have a license for 10,000 concurrent users? That is an awful lot and most likely(I don't know your scripts) will require multiple Load Generators also.
What is your definition of active vs concurrent? In my book, they are generally the same thing.
There are 7200 seconds in 2 hours. If you start 2 users every 1 second you could get to 10,000 running vusers in 5000 seconds(or 83.3 mins). I would not recommend starting all 10,000 users simultaneously unless you have many many Load Generators. You don't want to tank your CPUs(thereby invalidating your test results).
Could you please clarify what do you meant by Active users? Are you referring to the records in the parameter file?
If yes, then it could be a simple scenario. You need to select all the scripts and then distribute the load of 10K users accordingly. Give a realistic ramp up pattern. Once all the 10K users ramped up, you can give the amount of time(peak load duration) for them to run concurrently. Again give a realistic ramp down.

Lower your session timeout. You are holding onto resources for too long if your web server shows 10,000 users for only 20 active users. Drop your http session timeout to the 99th percentile from one request to the next. In practice this means dropping a 30-90 minute timeout to around 5-6 minutes. You will wind up cleaning up resources which can be used to support additional users.
If you have an unexpected load in the current model you will tip over your server.
