LR is installed in Cleveland machines,and one of associate who works from India offshore location needed to access those machines from RDC.But we were told that it is the violation of license as license is restricted for one location(USA/INDIA).Though associate can work on cleveland machines and we are not trying to install LR on any india machine, Is it violation of LR access? Please clarify me,

Assuming you have the standard LoadRunner license and your management did not negotiate a unique license for your organization prior to purchase, then all you need to do is read the "click to accept" when you install any of the components. What is allowed and disallowed is pretty clearly laid out in the license document.
Never trust what a Salesperson tells you. If it is not in writing in the license agreement or doesn't come in writing from the HP license group then you are going to be hung out to dry if anything happens.
It is worthwhile noting that this is an area where just about every offshore organization is placing customers at risk on both the functional side and the performance side. I have yet to run across an offshore organization that informs their clients that a different type of license will likely be required in order to work on the tools from offshore. Make no mistake about it, these firms are aware of the provisions but they have made a conscious and deliberate decision not to inform the customer because this would introduce a barrier to sale and raise the total cost for doing business with the firm. So instead they expose their client to huge risk from the vendors if an audit should occur.
And when that audit does occur and the client gets their hand slapped most of the time the ire is directed at the vendor. The rage should be directed at the offshore vendor who failed to fully inform and protect their client instead of deliberately and knowingly exposing their client to license audit problems.
