If you are thinking of offering this to several diffrent customers using same license, Check if your LoadRunner license allows you to provide such services.

Re: remotely provide Load Runner Services?

I will echo Ash. Mercury put into place a program for service providers licensing many years ago and it has been continued by HP. If you are providing the licensing for the execution of tests, then you will need to have a separate and distinct license set for each client you serve. You may contact your HP regional sales representative for more information on the "service provider" or "software test lab" licensing for LoadRunner.

This is very do-able, but you will need to license virtual users for each project which are distinct and tied only to that project alone. What is a substantially higher barrier to entry is the acquisition of skilled individuals who are effective use of LoadRunner. Depending upon where you are in the world, the ratio of people to have LR on their resume versus people who are effective in the use of LoadRunner varries by as much as 1:30 to 1:90 and the problem is getting worse by the day and people enter the job stream with as little as a 2-3 hour workshop and a certificate that suggests that they are "LoadRunner Certified."

Put us to the test, skilled expertise is less expensive than you might imagine.
