As a TD Admin, I created various "template projects" that contained different customizations but only a generic test plan, no requirements and nothing in the test lab. I then had my customers add which template that they wanted to copy from to create a new project and what they needed from the template project e.g. users, customization, etc. This was part of the new project request form. I then just created new projects by copying from the specified template. This was a lot easier than customizing every project and worked well for use because most of our projects closely resembled existing projects.
