One of the Quality Center User's account is locked.
I would like to know how to unlock the account as a site administrator.

How is the account set up? Is it local accounts or through LDAP?
If it is the latter, then it is out of your control and will need to request help from your network support group (or whatever the name of is the group which handles accounts at your company).
I am betting you are connected through LDAP to you main account servers as I don't remember a setting to disallow logins after a certain number if you are containing them within QC only.

Yes you are right. The accounts are set up through LDAP.
