One place this can be set up is in Project Customization under Automail. Through that interface you can designate conditions under which emails concerning defects will automatically be sent, and to whom they will be sent.
In addition there could be customized workflow code that is generating additional emails. This would be found through Project Customization > Workflow.

I figured it out. It relates to the number of groups a user belongs to in a project. I found a user that belonged to 5 groups so this user was getting 5 emails. I was in 3 groups so I was getting 3 emails.
A user should be allowed to be in multiple groups without multiple emails occurring. Even 3 is two too many
How are your emails being configured in the first place? You need to check 3 areas: Alert Rules, Automail and Workflow/Script Editor
