I guess he is referring to the QC Client Side components. The Excel Utility needs the QC OTA API, inorder to run.
Access QC server once from your PC[if you haven't used it], where you are trying to run the Excel Utility. Then try running the utility again.
Thanks for the notes.. I managed to get this working by having the client side QC components installed, but when I try accessing the file on Citrix or directly from Clearcase, I still have this issue.. So, trying to figure out the rootcase..
