Download the QTP 10 install from HP, or go to your disk and in the folders you will find "QCPlugin". You can install it from this. This will bypass your server issue.
While I have been working for Businesses that are Vendor partners with HP, IBM and Microsoft, my opinions and advice is my own.
The solutions provided are either sourced from my own scripting libraries or from a quick Google Search.
For those following this post, I was finally able to download and install the QTP 10.00 add-in (apparrently not having MS Windows Installer 3.1 was preventing me from downloading the add-in) and it fixed the problem.
I am now able to run my QTP 10 scripts from QC 9.2
