I've seen a couple templates like this one, but I was looking for a little more.... With "pages" for internal and external users... and a place for whitepapers and other documents... and maybe a search feature that keeps public/private doc separate. Anyone?

That looks more like just a discussion forum that has been set up for access levels to the areas.
There are quite a few opensource discussion software packages out there you can pull from. Most that I have seen though use PHP/PERL on the backend to facilitate the site.
The one I use on a forum I host is Simple Machines Forum. It is very robust and customizable with themes, plug ins and access to the backend code. It does need PHP and MySQL to run.
Access can be set by Board, which means you can have a public board, as well as boards that are locked down by assignment or post count (if you want sections opened up after people have contributed to a certain level). Abilities like Calendar functions, Private Messaging, General News announcments, Notifications and new letters are all in this package, but most packages have most of the same. Just comes down to what you are looking for.
There is also the option to look into Wiki software packages to see what security they give you as well.
