I have a tight budget and can't afford the test management solutions from the top vendors, but I need to a tool to manage test cases, test runs, and reporting. Has anyone used any open source or cheap test management tools that they would recommend?

We have a free version of ours available to download from http://www.kentestman.com. You just need a machine with IIS on it to run it (Windows XP Pro for example).
The commerical version is pretty cheap (in my opinion) and does the basic things well. It doesn't have integration with automated test tools, but is a good way to track, manage and report on your manual testing.

they list lots of tools. In my experience you get what you pay for. (<sales pitch>except from us, in which case you get a bargain [img]/images/graemlins/smile.gif[/img] </sales pitch>
Everywhere's within walking distance if you have enough time.
