I think change management is a process ensuring that all changes to IT infrastructure are carried out in a planned and authorized manner.
If I am wrong please correct it.
But my question is how it is related to the QA people? How do we use Borland Star Team Change Management software to control the process?

Yes, IT departments usually have a change management process, for just the reasons you said:

But in this case, it is development efforts being managed. Who would manage developers in your company, and what exactly would they be managing?
