Hmmm QA lead will overlook the work of testers in greater detail. The Tech Manager will overlook the whole process progress, provide requirements, define deadlines, etc. The Lead will do the test cases, plans, detailed work distribution and probably even run some tests on his own. So basically the Test manager continues doing what he/she used to. The QA lead is just the captain of the testing team, The Tech guy is the Manager+Coach.
