You can not compare business and test scenarios.
Test scenarios are based on business scenarios.
Client come ups with the business needs in the form of requirements specifications, use cases etc etc.
Then depending upon those business needs we create test scenarios which should cover the entire functionality(business needs) of the client.

I would also venture to say that not all test scenarios are based on business. There can be a scenario for Exploratory Testing and testing functions in ways that they are not intended to be used and many other profiles. As well Stress, Load, and performance testing also. That's the problem with software testing, it never seems to fit in a nice neat little package!
