What is your justification for needing more resources?
Quoting publications or saying you need it 'because you have to do it that way' won't get you very far. On the other hand, if you can point to upcoming projects needing people and 100% of your people booked through that time period, you're on the right track.

As you may determine after your search, there is no ideal ratio! Some companies have 1:1, some have 100:1, and many others in between those ratios. It all depends on your own company an its needs and/or budget.
Success is the ability to go from one failure to another with no loss of enthusiasm.
