As per defination of Engineer, "SQA Engineer" who works on engineering, re-engineering in SQA process. Actually SQA Engineer should handle an QA environment and captures the pitfalls in all most all phases of project in view of QA with intension of increasing quality/ cost reduction / Better resource management / time saving etc..(All depends upon organization strategy). At further stages of same projects (i.e. in further enhancements of the same projects) he needs to overcome from those situations. SQA Tester is a person who executes test cases.
Coming to basic question different titles in SQA group, it is again depends on organization strategy. SQA Engineer, SQA Manager, SQA Analyst ,SQA lead, SQA Tester are considered as persons in SQA. But at my experience I saw Build manager is also from SQA group.
In addition to Prasad's list there are also QA/SQA Coordinators, QA/SQA Specialists, and QA/SQA Architects. I suppose that there are several more too. But as Robert says, they are all perceptual, and non-standard across the industry.
