Performance testing Tools
I have been asked to make a proposal by performaning a comparison between any three performance/functional testing tools like Rational, Mercury or Compuware justifing the purchase of the tool for my bank. can somebody send me info on this pls like a document that can help me in finalizing the proposal. Really appreciate it.

The purchase of a performance testing tool is all about quantifying risk in deployment. By the time a business process reaches the point of performance testing, the question of "willo this work for one person" should have been sufficiently addressed.
What you now need to know is "will it work for many, with a sufficient response time?"
Take a look back on your past few projects and try to place a financial cost on items that would have been uncovered had you engaged in any type of performance testing. Don't forget the cost of development hours/budget to fix the problem, Support to define the problem, delayed sales because of the problem, lost goodwill with your customer (internal or external) that resulted. Once you have that number, hold up any of the tools you just mentioned next to them and the price of any of them will look pretty good.
It will take a while to uncover the true costs of fixing a lot of the problems you are aware of. Some of the costs are hidden. With some items you will need to make educated guesses (get someone in a budgetary capacity to confirm your assumptions if you can) and some costs people just will not want you to know for politcal reasons, "It cost how much to fix that problem after we shipped?"
Using your numbers as a cost basis will always make for the most convincing argument. Once you know the cost of each project (that's why I said to take a look at the last three), then project the savings moving forward. It won't be one-for-one, but even assuming 50% savings you will likely have a pretty fast ROI for your purchase.
