Who should test microsoft service packs release on a released version
We are in a situation that while in the testing phase , we need to test our already released version , with the new Microsoft service packes/security bullitin .
Does the acceptence test that should be done on the released version should be done by the testing department or by the services group?

Its entirely up to your organization and the competency of your services department to do testing work. Ideally, the QA group would re-certify the product on the new service pack. However, release schedules often don't allow time for this and you might have to specify a short regression test to check for major problems.
