The attainment of desired quality requires the committment and participation of all members of the Org. QM includes strategic planning, allocation of resources and other systematic activities for quality such as quality planning, operations and evaluation
QA - Is a set of techniques intended to improve the process used to develop, ehance, and maintain applications, including the identification of risks associated to the process. QA is external to the process, but is responsible for assuring that it is sound and is being followed by the project team
