Okay! I have experience working of US government RFPs that are extremely detailed. So, piece of advice number one: determine what things you need to answer, and answer them. Sounds so simple, but there have been times that I wrote a really great section, but it missed one point they were asking for, so we were penalized.
Tell the truth and don't embellish, most times your proposal will be incorporated into the contract if you win.
