Also, there was a great book written by Microsoft Press on standards. I've had some difficulty locating it as it was written about 5 yrs ago, but it was a phenomenal resource. To my knowledge, MS has not released an update.

Some things to check out:
"Macintosh Human Interface Guidelines" (Apple Computer, 1993, Addison-Wesley)
"The Windows Interface Guidelines for Software Design" (Microsoft, 1995, Microsoft Press) - I think this is the one Tracy is referring to.
"Microsoft Windows User Experience" (Microsoft, 1999, Microsoft Press)
"Java Look and Feel Design Guidelines" (Sun Microsystems, 1999, Addison-Wesley)
"OSF/Motif Style Guide" (Open Software Foundation, 1993, Prentice Hall)
This is if you want specific platform guidelines. However, there are many other resources like "The GUI Design Handbook" (by S. Fowler, 1998) or "Interface Design: The Art of Developing Easy-to-Use Software" (by P. Bickford, 1997). SunSoft Press put out the excellent "Designing Visual Interfaces" but this was in 1995 and I not certain this has been updated.
Jakob Nielsen wrote an excellent book on Web design issues (although I am not sure this is of interest to you) called "Designing Web Usability: The Practice of Simplicity."
Finally, if you like theory on GUI design and how a lot of it is done wrong, check out two books by Alan Cooper: "About Face" and "The Inmates are Running the Asylum." Excellent books. You might also want to check out "GUI Bloopers: Don'ts and Do's for Software Developers and Web Designers" by Jeff Johnson. This gives you some ideas of bad ideas and what to avoid. You can also check out a cool Web site devoted to this called the Interface Hall of Shame at http://www.iarchitect.com/mshame.htm (although you might have to check back on this because the site has been up and down periodically for the last couple of days).
