Test Case Management Tools with reusable steps
I've been evaluating some of the free/open source options out there and am not finding any that allow for re-usability at the test step level. In the sense of creating a "login" procedure to call rather than write out those steps in every test case. I would think that this would be a very basic requirement but am finding it is not offered in even some of the paid tools. Are most folks still really duplicating test steps?
We're currently using Quality Center's "call to test" method to accomplish this for manual and automated tests but are evaluating a replacement. TestTrack and QA Complete also appear to offer this functionality. Any other recommendations?

I did some extensive research on a TCM solution a while back. I feel most really suck or charge an unreasonable amount per user. As for a work around, what you can do is create a custom field called 'Setup Steps' or 'Preconditions' and insert links to the test case that you do the setup in.
The TCM solution I implemented for my previous company, TestRail, had a hidden feature of when you enter in a test case ID like, TC234, when it rendered when viewing the test case, that ID number is turned into a wiki link. We were able to use some of that functionality to avoid test step duplication.
