I assume when new staff are recruited they are expected to fill a certain role which must have been defined somewhere so that the job advertisement could have been compiled.
When your Lead Technical and Technical Leader were hired did they have an expectation of what was required of them?Do HR have job descriptions?
As long as everyone is carrying out the duties expected of them does nomenclature matter?
A lead technical is someone who has been tapped as the best source of information on the process.
A technical leader is someone whose responsibility it is to coordinate others in getting the task done.
Note that I completely made those up based on my own opinions, but they sound good. Chances are that there is no difference at all between the two other than what the hiring manager said during the interview.
