Google for managing testing - you will find a lot of papers talk either about costs or risks.
It is not so simple with quality: most of the papers mentioned above will talk about it to some degree but almost none address directly. First of all - what quality you are talking about: quality of testing work products (test cases, defect reports, etc) or well defined (and followed) process? In any case to manage quality you simply implement quality procedures such as work product peer reviews or test process audits. Still they are not frequently practiced (due to risk/costs/schedule stuff).
