Need information on orthogonal arrays in order to use it for creating the most efficient set of test cases:

2. How can I determine the smallest number of runs reqd for the array having 'f' factors and 'l' levels? (is there a formula?)

3. Tool names associated with this. (if they are freeware or trial, pls mention so and the place where I can get them)
