On Windows Operating systems (which I assume you is the only OS you are testing on), using default settings, IE will almost always be faster - often noticably - all versions.
The issue is - that isn't a fair comparison. People who download Netscape, almost universally, do it to gain more control and customize their browser. Sometimes for speed, sometimes for other preferences.
Fundimentally, performance is not significantly different between the two unless the site is written with browser specific features. So, if you are seeing significant performance differences, get with a performance engineer/developer and figure out what is causing it, and try to get that part of the site revised to be more browser generic.
