2. And how to estimate? Because the new tester will nedd more time as an experience tester.
1. So the person executing the test case can set aside enough time.
2. Use your experience to guide you. Write down your assumptions as to the experience level of the tester who will execute the tests.

The duration or time it takes to execute a test case and provide results helps you when manager's ask the inevitable question, "How long will it take?"
It also helps with planning schedules and sprint cycles.
Estimates for manual tests are usually given based on a competent tester performing the test. The reason for that is because when managers asks how long it will take to run a test suite...you should know they likely want an answer such as "it will take approximately x (timespan)." Few managers have patience for answers like "well if an experienced person does it then it will take x, but if a new tester does it then it will take x + n."
