I want to do test estimate for an organization. They get the programs from a vendor & want to test it. They don't have the source code of the programs. I know that function points can be used to estimate the size. Is there any simpler way to estimate the testing efforts other than function points?

Function points can work - you can send your design docs to third party consultant who will count them for you - it costs but its an option.
If you have data on how long similar projects have taken then you can apply that as a yard stick - is this project bigger, if so add more depending on how much bigger.
You can break it down by its part and estimate for each, then add it up.
Basically its about what data you have, or what data you can get, and using it with logic to get the best answer you can. What i like about a broken down estimate is you soon see if its accurate or not and can adjust it appropriately quick early.
