JIRA does have the ability to integrate with Quality Center - it's a little clunky but it works - JIRA has open API's and for a small cost they will create a bridge to any of the test tools on the market.

We found a small IT company here in Japan. They are a US company called Go2Group. They came in to consult at deutsch bank for Perforce and they know lots of JIRa and TestDirctor and QA. They have a product that we bought to itegrate our JIRA and Perforce and TestDirector. They also have products to integrate TeamTrack and Silk and SVN.
I know they do a lot of work for TrendMicro in US and Asia and were highly recomended. I highly recomend them too.
