i'll use the formula below to calculate re-fix rate. it reflects how bad the developer's work is.
re-fix rate = total # of re-fixing actions / total # of fixing actions * 100%.
Re-fixing actions mean the actions that move a bug from a resolved state (closed, implemented, rejected, etc) to an open state.
