Recommendations for Test Case Management tool
After working for several large companies where I have used various versions of Quality Center/Test Director over the past few years, I find myself pioneering the QA department for a tiny software development company.
We currently do not have a test case management tool, and I would like to incorporate one that works well with our existing tools.
For defect tracking, we are using Bugzilla Version 2.16.6, and our version control tool is CVS 1.8.22. We support VSE and MVS mainframe system products with performance monitoring, report distribution, data compression, and client-server applications being our current focus. The main thing to note is that I'll be testing mainframe applications.
I've discovered that Testopia is the test case management tool built to integrate with Bugzilla, but perhaps out of the question since we are running an older version of Bugzilla than the installation of Testopia recommends. However, I am working on setting up the updated version of Bugzilla in an environment with Testopia for me to play with.
TestLink seems to be another one that will integrate well with Bugzilla, and appears to have fewer requirements.
With only 23 employees, I want to ensure that the tool I choose will meet my needs, but also the company's budget. At this point, I'm thinking that QC/TD is too expensive (~$50K for 5 licenses is typically the going rate I believe). Your thoughts?
Are there other tools that would work well in our environment? Which tool would you recommend and why? Which tool would be most like Quality Center/Test Director that I will be able to pick up quickly?
Thanks in advance for your words of wisdom!

Just one quick update - our CVS version is actually 1.11.17.
