Kindly, we need to know if the “Test Complete” application supporting developing custom script libraries e.g. (libraries hold usual test scripts for different application such as date validation, text box lengths, broken links … etc).
If any; please provide us with any tutorial for it.

TestComplete has a code editing feature that is actually rather central to the automated testing. You can create any custom libraries of functions that you desire.
If your script libraries are DLL's compiled outside of TestComplete, then you can use TestComplete's DLL interfacing to be able to call functions written in those libraries.
As for avoiding support delays, I believe Automated QA corporation has stated in the past that time critical issues should be handled via e-mail at email@example.com.
Your post seems to imply, though, that you are not a current user of TestComplete but are evaluating it for your own uses. If that's the case, it might be better for you to contact firstname.lastname@example.org.
