I am not sure this is an issue with TestComplete at all. .NET controls do not have a ToolTip property unless a ToolTip object is added to the project. The ToolTip Class provides the "ToolTip on ToolTip1" (in this case ToolTip1 is the name of the ToolTip object) property to certain controls after being added. From within the TestComplete Object Browser you will see an object called formname_tooltip. The ToolTip object itself handles this property.
