I am reading an article about testing automoation ROI model, some concepts are hard to be understood, anyone help?
The paper gives an ROI caculation formular.The ROI index is the Total Benefits minus the Total Costs divided by the Total Costs. The total costs could be drilled into three parts.
1.Total costs to develop the automation framework
2.Total cost to develop the building blocks of the tests(the interfaces to the system or product that is being tested)
3.Total costs to develop the tests
My questions are
1. What does building blocks mean here? Could any one gives some examples?
2. What is the difference between 2 and 3

The Building Blocks is a management layer that interface with the SUT (the
System Under Test).

In this paper the Building Blocks layer is called SystemObject layer.
