It will depend on if the automated testing you are doing is designed to exercise the functionality explicitly as a goal or not. So in a context where you are using an automated to tool to inject SQL to load a database directly at the table level it is unlikely to be a "functional" automation exercise. Where as if you were using the same automate database's reports via its gui to validate it works to the specifications (at least as a function) then it is likely by some to be classed as functional automation.
