The application I want to test is :-
1. .Net based
2. C# based
3. is a web based application.
I want to test the functionality and performance of the application.Which tool is best suited.Cost-no bounds.The tool should have a good bug tracking system.
Please send useful links and documentation for reference.

as with all approaches to automation, it is very difficult if not impossible to be able to say that a particular tool will meet your requirements. You need to try them out against your application.
Get in touch with Mercury, Compuware and Rational and get them to come and perform a free Proof of Concept. Make sure you have defined very clearly what you want them to do on the day. Keep an eye on them when they are there and see how the tool handles object recognition (attaching and replaying against certain controls on the screen).
The three tool vendors I have mentioned above all have associated defect tracking tools - all of which could do the job for you.
The same process is valid for Load/Performance Testing. Do not worry about getting the load tool from the same vendor as your automation tool. Again, get the tool vendors to prove their load tool works in your environment.
If money does become an issue Rational are cheapest, Compuware in the middle and Mercury are far more expensive (especially for the load tool).
